The Sicilian Mafia, who control the construction business, have powerful mechanisms to enforce and remain in power. The storyline opens with the murder of a syndicalist and the disappearance of a man. As the police investigate the wife of the missing man and suspicions start to hone in on a major Mafia kingpin, they find their work being systematically hampered by the highest echelons.
